These bars can be used instead of the HTML <HR> tag. The red divider bar is the preferred bar to use in SDSU related pages.
Note that the HTML given for each of the bars uses some new HTML syntax which is correctly interpreted by netscape and other new browsers. The effect of the width="100%" is that the bar will be stretched to the current window width. Look at Extensions to HTML for more information on this.
